Successive generations of conglomeration, contraction, disruption and atomization have left serious gaps in local coverage everywhere in the news media. For Detroit and Los Angeles — media-rich centers with divergent but analogous local news deficits — the city itself is stepping into the breach, experimenting with “government journalists.”
